POINTS BASED SYSTEM GOVERNING BODY ENDORSEMENT REQUIREMENTS – TIER 2 & TIER 5 Ice Hockey Players and Coaches for the 2008/09 season.

Tiers Covered

Endorsements will be in respect of either or both Tier 2 and Tier 5 of the Points Based System.

Sponsor Requirements

The requirements for an employer to be recognised as a sponsor will be that they are acknowledged as either:
1. a partner member of Ice Hockey UK, being the English Ice Hockey Association, Scottish Ice Hockey or the Elite Ice Hockey League or,
2. a club that is currently or in respect of a new club acknowledged as being a participating club in a league/tournament or competitions organised under the control of the English Ice Hockey Association, Scottish Ice Hockey or the Elite Ice Hockey League or,
3. an Ice Hockey UK approved provider of coaching/ training programmes

Criteria for players

First time players

PLAYERS FROM USA OR CANADA

Players coming to United Kingdom from USA or Canada should be professional and have played in at least 75% of competitive games where they were available for selection from the following leagues, in the last complete season prior to the start date of the relevant current domestic season.
• East Coast Hockey League (ECHL)
• American Hockey League (AHL)
• National Hockey League (NHL)
• International Hockey League (IHL)
• Central Hockey League (CHL)

PLAYERS FROM EUROPEAN ELITE TEAMS

Players from European elite teams should be professional and have played in at least 75% of that team's competitive games where they were available for selection, within the last complete season prior to the start date of the relevant current domestic season (for goal tenders requirements see separate section below).
European elite league players may only qualify if their league is a professional league within Division 1 or above of the International Ice Hockey Federation (IIHF) World Championships.

Please find below a list of the teams within the European leagues that the IIHF have confirmed as professional. If the team is not a member of a league on this list it has not been verified as a professional club and is therefore not acceptable.

OLYMPIC/WORLD CHAMPIONSHIP PLAYERS

Players who have represented their country in the Olympics or the World Championship should have played in at least 75% of competition games for an IIHF World Championship (seniors) national side within the 12 months prior to application. For example someone who has played the required number of games for Russia in the Olympics will satisfy this criteria.

Statistics

The United Kingdom club should provide copies of any press reviews relating to the player and statistics for the previous season to demonstrate that the player meets the above criteria. Wherever possible, statistics from the overseas club for whom the player played the previous season must be provided. This must be on the club's letterhead paper. The use of statistics from 'Hockey News', or official websites such as Eurohockey, NHL.com, DHL.com and ECHL.com can be accepted where information from clubs is difficult to obtain. Statistics from Ralph Slate's website ' Hockey Db' cannot be accepted.
Extension applications for players
Where an overseas player is returning for another season (after playing in the United Kingdom during the previous season), the United Kingdom club have to demonstrate that they have played in at least 75% of the previous season’s United Kingdom team's competitive games.

Statistics for extensions

The club should provide a copy of the player's previous season's statistics.

Criteria for goaltenders

Where an overseas goaltender is returning for another season (after playing in the United Kingdom during the previous season), the United Kingdom club have to demonstrate that they have played in at least 75% of the previous season’s United Kingdom team's competitive games. If a goaltender is on the team’s roster for a game then they are classified as having played.

Injuries and suspensions

Injuries for players and goaltenders will be taken into consideration if the club can provide independent medical evidence stipulating the period of the injury and the total number of games the player missed.
Suspensions will not be taken into account in determining the percentage of games played.

Criteria for coaches

Coaches should possess a Level 2 IIHF qualification or equivalent or above to coach professional players.
In order to coach children in the United Kingdom, the individual must posses an IIHF Level 1 or above coaching qualification.
Where the session is being run by a qualified coach, players may be allowed to assist with coaching.

Extension applications for coaches

Where an overseas coach is returning for another season (after coaching in the United Kingdom during the previous season), the United Kingdom club have to demonstrate that they have coached at least 75% of the previous season’s United Kingdom team's competitive games.

Resident labour search
In all cases clubs should provide evidence that they have undertaken a genuine and thorough resident labour search before they apply. Clubs should advertise vacancies in the appropriate media and should include an indication of the salary offered.


Change of employment (transfer) applications

Applications for players to transfer to another club within the UK during a season will be treated as a change of employment first application and considered against the requirements for an initial application.

Length of issue

Governing Body Endorsements will be issued for a period appropriate to the period of approval for sponsorship or the tier under which the application is being made, that is:

As a sponsor – Tier 2 or Tier 5 – for 4 years.

Migrant Tier 2 Sport – Initial application – length of contract or up to 3 years maximum, whichever is the shorter period.

Extension application – length of contract or up to 2 years maximum, whichever is the shorter period.

Migrant Tier 5 Sporting – length of contract or up to 12 months, whichever is the shorter period.

Salary

The salary is usually agreed as part of the contract between the individual and employer. This should be at least equal to those normally given to a 'resident worker' for this work.

Review and Dispute Handling Arrangements

The administration staff of Ice Hockey UK will be responsible from processing all endorsements for the issue of a certificate of sponsorship by a sponsor for each individual migrant. Review of the work of the administration staff will be by way of unannounced spot-checking of the endorsement by a director of Ice Hockey UK.

In the event of a dispute regarding eligibility of the migrant to be granted an endorsement the matter will be refereed to the board of Ice Hockey UK for resolution.

Consultation

Consultation has included English Ice Hockey Association, Scottish Ice Hockey and the Elite Ice Hockey League.

Criteria Review

Will be annually at the end of the playing season, being April.
